A route as one field of kind and its parameters:

<key> direct <unix-seconds>
<key> source a1b2,c3d4 <unix-seconds>
<key> flood 5 68ac,9b21 <unix-seconds>

A dash stands in for an empty hint or region list, so every form has the same field count and a line can be read without counting.
