No-op counter store — counters restart from zero every boot.

Use only where counter persistence is not (yet) load-bearing: a node that sends nothing but unsecured broadcasts, or a bring-up stage whose durable store lands later. Reusing TX counters after a reboot breaks replay protection for secured traffic.
