The charge-state distinction reported to something outside the UX — a protocol property, a companion app — as opposed to the five-way presentation classification.

Low and Critical are presentation policy layered over one physical condition: the cell is discharging. Consumers that report charge state rather than warning about it collapse all three unpowered classifications into ChargeClass::Discharging.
